WHAT: Senate Bill 1034 was passed by the Missouri General Assembly and signed into law by Governor Matt Blunt in May of this year. It goes into effect statewide on August 28. The new law states that people selling more than $50 of scrap metal will have to provide photo identification and a record will be kept by the buyer for at least two years.
In addition, scrap metal buyers will have to pay by check for purchases greater than $500 in order to make sales traceable. The act removes an existing provision that allows a scrap metal seller’s business address to serve in place of a residential address in the record.
