Kate Hart Collier, a native of St. Louis, MO, recently joined the St. Charles team as Director in the Department of Human Resources managing all personnel-related duties for the city. 

“Kate has over twenty years experience in municipal management with the past fifteen years as a director of Human Resources,” said Michael Spurgeon, Director of Administration.  “We are fortunate to have Kate on board as her experience and education make her a great fit for the city of St. Charles.  She comes very highly recommended, and is well qualified for this position," he said.

Collier grew up in St. Louis and graduated from Visitation Academy and St. Louis University.  She worked for a number of years in the Mayor’s Office in the city of St. Louis, then as the assistant director for the St. Louis County Health Department before moving to the State of Tennessee in 1995.  In that previous capacity, she served as the Human Resources director for the city of Columbia, TN.

“I am so excited to be back home in Missouri,” said Collier, “and I am especially thrilled to join the team at the great city of St. Charles.  Human Resources is my area of expertise and I look forward to getting to know all of the fine employees here, and assisting the city in moving forward, while simultaneously advancing the role of the Human Resources office,” she added.

Collier holds a Bachelor of Science degree from St. Louis University where she is also a member of the St. Louis University Hall of Fame Club.  She has numerous professional and civic affiliations, including:  Society of Human Resources Executives (SHRM), International Personnel Management Association, Officer of the Tennessee Personnel Management Association, YMCA Board Member and Court Appointed Special Advocate (CASA) of Maury County.

Collier and her husband Wayne reside in St. Charles with their five-year-old son, Jackson.  Her older sons Austin Collier and Eddie Butler live in Columbia, TN and St. Louis, MO respectively.
