Electrician Information

We honor the County’s testing, but you must have a separate Compliance Bond in the amount of $10,000 for the City of Saint Charles and a $100 deposit (the bond must state "City of Saint Charles" and have an ending date of June 30 or continuous).

The deposit is refundable. If you determine that you will not be doing any more electrical work in the City of Saint Charles and all electrical bills have been paid, you must submit, in writing, a request for your deposit to be refunded.

Drainlayer's Information

It will cost $50 to take "each" test. When you pass the test, you will need to submit the following:

  1. A $10,000 compliance bond made out to the City of Saint Charles. Bonds for one year or more must expire on June 30th unless you have a continuous bond. If your bond is continuous, it should show the beginning date and have the word continuous included. You must submit the original bond to our department - no bond copies.
  2. A $250 deposit which is refundable. If you determine that you will not be doing any
    more work in the City of Saint Charles, and all drainlaying bills have been paid, you may
    submit, in writing, your request for your deposit to be refunded.
  3. A check for $20.00 for a drainlayer's license . The license is renewable each year. The license is good from July 1 to June 30 of the following year. 
    PLEASE NOTE: If the drainlayer is getting his license after December 3lst the license fee is $10.00.
  4. A paid personal property tax receipt or tax waiver. Companies whose offices reside in St. Charles County are required to submit a copy of their paid personal property taxes. Offices that reside outside St. Charles County should contact the St. Charles County Assessor’s Office at (636) 949-7423 to request a waiver.

Plumber Information

It will cost the plumber $50.00 to take "each" test. (Ordinance No. 87-106)

When you pass the plumber's test, you will need to submit the following:

  1. A $10,000 compliance bond, made out to the City of Saint Charles.  NOTE: Bonds for one year or more must expire on June 30th unless you have a continuous bond. If your bond is continuous, it must be stated on the bond. You must submit the original bond to our department - no bond copies.
  2. A $250 deposit which is refundable. If you determine that you will not be doing any more plumbing work in the City of Saint Charles, and all plumbing bills have been paid you must submit, in writing, your request for a refund of your deposit.
  3. A check for $35 for a plumber's license. The license is renewable each year. The license is good from July 1 to June 30 of the following year.
    PLEASE NOTE: If the plumber is getting his plumber's license after December 31, the plumber's license fee is half price - $17.50.
  4. A paid personal property tax receipt or tax waiver. Companies whose offices reside in St. Charles County are required to submit a copy of their paid personal property taxes. Offices that reside outside St. Charles County should contact the St. Charles County Assessor’s Office at 636-949-7423 to request a waiver.

HVAC Information

Building Regulation 500.150 governs the licensing of persons who design, install, construct, maintain, service, repair, alter or modify a product or equipment in heating, air conditioning, refrigeration, ventilation, process cooling and process heating.

Any person engaging in HVAC work must first obtain the appropriate (Class A, B or C) license issued by St. Charles County or have passed tests equivalent to those required for HVAC licensure by St. Charles County for the work to be performed.  St. Charles County Building Department phone number is 636-949-7345 ext 7270.

Any person engaging in HVAC work must annually purchase a Tinner's License from the City of St. Charles, the cost of which is $50.00, before such HVAC work is done.

A paid personal property tax receipt or tax waiver. Companies whose offices reside in St. Charles County are required to submit a copy of their paid personal property taxes. Offices that reside outside St. Charles County should contact the St. Charles County Assessor’s Office at 636-949-7423 to request a waiver.

Any person licensed under the provisions of this Ordinance is required to maintain on file with the Director of City Development evidence of an individual or blanket bond in the amount of $10,000, made out to the City of Saint Charles, to be kept in force at all times, and liability insurance coverage in the amount of $500,000. PLEASE NOTE: Bond and insurance should be effective from July 1 to June 30.

Any person engaging in HVAC work obtain the necessary inspections and approvals for such work in a timely fashion.
