Engineering Division

The Engineering Division manages an annual capitol budget of approximately $15 million dollars to expand, repair and improve the City’s infrastructure.  This includes:

  • reconstructing existing streets
  • constructing new streets
  • constructing new water mains
  • replacing old water mains, storm sewers, and sanitary sewers
  • managing the annual asphalt road overlay program
  • managing the creek bank stabilization projects
  • maintains traffic signals
  • coordinates street light maintenance
  • working with developers and contractors to ensure well-planned and well-constructed subdivisions by reviewing plans and issuing permits related to City utilities and public infrastructure within the right-of-way.

The Engineering Division is divided into three sections based upon the three functions it performs.  Those functions are:

  1. to design and construct City capitol projects
  2. to review and inspect developer projects
  3. to maintain the traffic projects

City Capitol Projects
The Senior Project Manager for City Projects is responsible for the design, construction and inspection of City road, sewer and water projects. They also work closely with the Board of Public Works of the City Council, the Street Committee of the City Council, the St. Charles County Road Board, MoDOT, and the East/West Gateway Coordinating Council.

Developer Projects
The Senior Project Manager for Developer Projects is responsible for reviewing plans from developers within the City of St. Charles and the inspection of the developments to ensure compliance with City Codes and Ordinances. They also work closely with the Community Development Department and the Planning and Zoning Commission.

Traffic Projects
The Senior Project Manager for Traffic Projects is responsible for traffic signal, traffic signage, and street lighting projects along with maintenance of these items.  They also work closely with the Street Commitee of the City Council, the Transportation Task Force, and the Missouri One Call System.
