Public Hearings
The City of St. Charles offers all interested citizens the opportunity to attend public meetings and comment on public matters. If you wish to attend a public meeting and require an accommodation due to a disability, please contact the Office of the City Clerk to coordinate an accommodation at least two (2) business days in advance of the scheduled meeting at 636-949-3282 or 636-949-3289 (TTY – for the hearing impaired).
All applications, maps and plans for the below items as received from the applicants are available for viewing by the office of the Department of Community Development during regular business hours. City Council - October 3, 2023
- Case No. PDA-2023-05. (McBride Berra Land Company, LLC) An application to initiate a major amendment to an existing Planned Development via Ordinance #21-184, specifically amending the Preliminary Development Plan, the Regulating Plan, and the Development Agreement to include detached single-family dwelling units with detached 2-car garages in addition to the previously approved attached townhomes. The subject property is zoned PD-MU Planned Development-Mixed Use, contains 36.171 acres of land and is located at a track of land being Riverpointe Block 100, 200, and 300. The property is located in Ward 3.

(Imperial Catering Co. – Sheri Steffens) An application for a Conditional Use Permit from Ordinance #23-051 specifically for liquor sales associated with a hotel use within a PD-MU Planned Development – Mixed Use District located at 1406 S. 5th Street. The subject property is located in Ward 2. Case No. Z-2023-12. (GDF-MACO) An application to rezone approximately 29,169 square foot tract of land located at Lot 3E of the Three Flags #2 Subdivision, 470 feet (more or less) northeast of the S. 5th Street and Interstate 70 interchange, from C-2 General Business District to C-3 Highway Business District for a proposed Marijuana Dispensary. The subject property is located in Ward 2.
- Case No. CU-2023-56. (Sullivan Farms) An application for a Conditional Use Permit from §400.480(C) specifically for a seasonal tree lot use within C-3 Highway Business District located at 2669 Veterans Memorial Parkway. The subject property is located in Ward 4.

(Bax Engineering – Cliff Heitmann) An application to rezone an approximately 1.19 acre tract of land located at Lot 3 of the Elm Point Commons #1 Subdivision, near the intersection of Elm Point Industrial Drive and Lumina Parkway, from I-1/WHP Light Industrial District within the Wellhead Protection District to C-3/WHP Highway Business District within the Wellhead Protection District for the purpose of consolidating two lots for a proposed multi-tenant commercial development. Planning & Zoning Commission - December 18, 2023
- Case No. Z-2023-15. (TMRE Holdings LLC) An application to rezone approximately 15,325 square feet of land located at 611, 615 and 619 Boones Lick Road from C-2 General Business District to R-3A Multiple-Family Residential District for a proposed 6-unit Townhome Development. The subject property is located in Ward 2. This application was TABLED at the November 27, 2023 Planning & Zoning Commission meeting at the request of the applicant. The applicant has requested this item be TABLED again to the January 29th, 2024 Planning & Zoning Commission meeting.

(Mike Fuson) An application to amend an existing Conditional Use Permit per §400.220(C)(1)(a) for Liquor Sales and §400.220(C)(1)(d) for a Craft Distillery within the C-2 General Business District located at 405 Droste Road. The subject property is an approximately 1,100 square foot tenant space within a 1.70 acre lot (in total) and is located in Ward 9.
- Case No. CU-2023-66. (Mike Fuson) An application for a Conditional Use Permit per §400.230(C)(1)(a) for Liquor Sales and a Craft Distillery within the C-3 Highway Business District located at 2236 1st Capitol Drive. The subject property is an approximately 3,200 square foot tenant space within a 1.03 acre lot (in total) and is located in Ward 2.

(Jeanne Armando – MRV Architects, Inc) An application for a Conditional Use Permit from §400.220(C)(1)(a) specifically for in-vehicle sales (drive-thru) associated with a restaurant use within C-2/WHPD General Business District within the Wellhead Protection District located at 3786 Elm Street. The subject property is located in Ward 7.

(Octavio Ruiz – El Huisache LLC) An application to amend a Conditional Use Permit from §400.220(C)(1)(a) specifically for in-vehicle sales associated with a restaurant use within C-2/WHPD General Business District within the Wellhead Protection District located at 3803 Elm Street. The subject property is located in Ward 7.
- Case No. CU-2023-72. (Jason Dutkovich – Gerber Collision) An application for a Conditional Use Permit per §400.320(C)(1)(a) for a Motor Vehicle Repair use with the production, use, handling or storage of any hazardous substance or liquid petroleum product within the Wellhead Protection District. This property is zoned I-1/WHP Light Industrial District within the Wellhead Protection District and located at Lot 10 of the Elm Point Commons #4 Subdivision, on the south side of Elm Point Industrial Drive and approximately 400 feet west of Harmsted Court. This lot is approximately 1.43 acres and is located in Ward 7.
- Case No. CU-2023-70. (Tom Besselman) An application for a Conditional Use Permit from §400.320(C)(1)(k) for the storage of motor vehicles, trailers, boats, recreational vehicles, shipping containers, construction equipment and other similar equipment within the I-2/WHP Heavy Industrial District and within the Wellhead Protection District located at 3801 Huster Road. The subject property is located in Ward 7.
- Case No. TA-2023-05.
