Community Development

The Department of Community Development is made up of seven divisions: 

Our department works to ensure that development, new construction and additions to existing structures meet the policies and guidelines that have been established for public safety, zoning and development by the City Council.  Community Development also works with various City boards and commissions that help guide and advise the City Council regarding growth in the City.   Many projects that come before the City for review are presented to one or more commissions or committees for recommendations to the City Council. 

The Community Development Department is responsible for:

  • Administering the Community Development Block Grant for the City of Saint Charles and select cities within the Saint Charles County Consortium
  • Code enforcement
  • Creating and implementing several major plans and strategies
  • Fielding complaints regarding property maintenance or code violations
  • Issuing building permits
  • Keeping everyone informed on development and redevelopment proposals
  • Making recommendations on rezonings, site plans, subdivisions, annexations, historic preservation, signs and many other similar items
  • Performing building inspections
  • Producing a variety of Geographic Information System (GIS) products including mapping, data maintenance and application development  for City departments, boards, commissions and the community  
  • Enforce pet ordinances
  • Subcontractor Licensing
