Subcontractor Licensing Information
Note: Two year renewals will be in effect starting 7/1/2023 through 6/30/25. Renewal letters will be sent out soon.
Community Development has developed a number of guides to assist applicants in moving smoothly through the review process. Questions regarding licensing may be directed to the Department of Community Development at 636-949-3227. Our license year runs July 1 through June 30. New applications are not accepted online. Please do not attempt to renew licenses earlier than June 1 of current year. This online service makes it easier for contractors to renew. It is still a manual process on our side and we will work through the renewals as quickly as possible.

Electrician Information
We require a copy of your St. Charles County license for proof of testing. You must have a separate compliance bond in the amount of $10,000 for the City of St. Charles (the bond must state "City of Saint Charles" and have an ending date of June 30, 2025 or continuous). If no county license, a copy of State of Missouri License, if not available, for Electricians only, a copy of St. Louis City License is acceptable. COI (Certificate of Insurance) for liability insurance coverage of $500,000 or more listing St. Charles City as Certificate holder/payee, through 6/30/25. If the business is located in St. Charles County, a paid St. Charles County personal property tax receipt or a waiver is required. The license fee is $40.

Drainlayer's Information
If drainlayer has a license issued by State of Missouri Health and Senior Services, that is acceptable. We also have 3 tests that the drainlayer can take. It will cost $50 to take each test. This test will only allow the drainlayer to work in the city limits of St. Charles. A $10,000 compliance bond made out to the City of St. Charles, and have an ending date of June 30, 2025 or continuous bond. Drainlayer's license is $40. COI (Certificate of Insurance) for liability insurance coverage of $500,000 or more listing St. Charles City as Certificate holder/payee, through 6/30/25.
If the business is located in St. Charles County, a paid St. Charles County personal property tax receipt or a waiver is required.
New License holder-proof of testing required.

Plumbers
The City of St. Charles accepts testing by International Code Council. We also accept a copy of your St. Charles County license. To apply for this testing please contact the International Code Council. The plumber may take a 20 question essay test administered by the City of St. Charles. The cost of the test is $50 (Ordinance #87-106). Please contact Community Development at 636-949-3227 for this testing.
Please Note: The City of St. Charles testing is not recognized by any other municipality.
The City of St. Charles does accept test results from Experior Assessments (known as the block test.) Experior is no longer in business, however, if you have taken the block test in the past, this would be acceptable. The city does not recognize test results from the Aptitude Sertification Unlimited.
You will need to submit the following to be licensed in the City of St. Charles:
- A $10,000 compliance bond.
Please Note: Bonds for 1 year or more must expire on June 30 unless you have a continuous bond. If your bond is continuous, it must be stated on the bond. You must submit the original bond to our department. The bond should be made out to the City of St. Charles. - $60 for the plumber license fee. Two year license pending in 2023. The license is good from July 1 to June 30.
- Please Note: If the plumber is getting the plumber's license after December 31, the license fee is reduced by half.
- If the business is located in St. Charles County, a paid St. Charles County personal property tax receipt or a waiver is required.
- A completed license application.

Heating Ventilation & Air Conditioner (HVAC)/Tinner Information
Building Regulation 500.150 governs the licensing of persons who design, install, construct, maintain, service, repair, alter or modify a product or equipment in heating, air conditioning, refrigeration, ventilation, process cooling and process heating. Any person engaging in HVAC work must first obtain the appropriate (Class A or B) license issued by St. Charles County or have passed tests equivalent to those required for HVAC license by St. Charles County for the work to be performed. St. Charles County Building Department phone number is 636-949-7345. We also accept proof of passed ICC Testing.
Any person engaging in HVAC work must annually purchase a Tinner's License from the City of St. Charles, the cost of which is $75, before such HVAC work is done. If the business is located in St. Charles County, a paid St. Charles County personal property tax receipt or a waiver is required. Any person licensed under the provisions of this ordinance is required to maintain on file with the Director of Community Development evidence of an individual or blanket bond in the amount of $10,000, made out to the City of Saint Charles, to be kept in force at all times, and liability insurance coverage in the amount of $500,000.
Please Note: Bond and insurance should be effective from July 1 to June 30.
Any person engaging in HVAC work obtain the necessary inspections and approvals for such work in a timely fashion.
