Stream Bank Erosion Prevention 50/50 Cost Share

In accordance with the CIP Administrative Policy Guidelines, which are used to provide policy for the development of an orderly schedule of public improvements, nonessential projects initiated by citizens should be financed at least 50% through special taxing districts, special assessments or private funding where direct benefit to users result from construction of the project. The following guidelines shall be applied to the Stream Bank Erosion Prevention Cost-Sharing Program:
  •  The City will pay 50% of the costs of alleviating erosion on stream banks
  •  The remaining 50% of the costs must be paid by the property owner
  •  The City's total share of the Stream Bank Erosion Prevention Cost-Sharing Program shall not exceed the amounts allocated in the budget for that purpose.
Property owners shall request consideration for matching funds in writing from the Director of Public Works by January 30, prior to the fiscal year in which the funds are requested. The Director of Public Works will recommend approval to the Board of Public Works by May, prior to the fiscal year in which the funds are requested. Prime consideration will be given to areas with high ratings per the City's criteria for stream bank stabilization.

Program Criteria
  •  The applicants must provide a signed statement from all adjoining property owners, including their street address, stating that they have no objections to the project
  •  The applicants must provide any easements necessary for the completion of the project
  •  The property owner must pay the property owner's share of the estimated cost for the necessary engineering work, prior to the City contracting a qualified engineering firm. Should the cost estimate be higher or lower, the property owner's share will be adjusted to 50% of the actual cost
  •  The property owner must pay the property owner's share of the engineer's estimated construction costs, prior to the beginning of construction. Should the cost estimate be higher or lower, the property owner's share will be adjusted to 50% of the actual cos
  •  All proposed projects shall meet Army Corp of Engineers and Missouri Department of Natural Resources guidelines
